External insulation grant for pensioners
No separate grant exists, but three routes do: the SEAI wrap grant at any age, the Warmer Homes Scheme that can make it free, and the council's over-66 grant for essential repairs. Here's what each one covers.
Figures checked against seai.ie and citizensinformation.ie on 29 October 2026.
There is no separate external insulation grant for pensioners. SEAI's grant has no age limit: a home built and occupied before 31 December 2010 gets €3,000 to €8,000 for the wrap whatever the owner's age, and the higher welfare rate SEAI added in 2026 applies to attic and cavity insulation, not to external insulation (seai.ie wall insulation page, checked 29 October 2026; Citizens Information, page edited 22 October 2026).
The route that can make the wrap free is the Warmer Homes Scheme, for people on Fuel Allowance and six other payments. The council's Housing Aid for Older People grant is for essential repairs, and external insulation isn't on its list.

Route one: the SEAI grant at any age
If you're a pensioner and the home was built and occupied before 31 December 2010, you apply for the external wall insulation grant like anyone else: €8,000 for a detached house, €6,000 for a semi-D or end of terrace, €3,500 for a mid-terrace and €3,000 for an apartment. All the external walls must be insulated, an SEAI-registered contractor must do the work, and the grant offer must come before any work starts. The rules are on house wrap grant.
What it leaves to pay matters more at 66 than at 36. SEAI's own median cost for the wrap from January to June 2026 was €23,219 for a semi-D and €26,500 for a detached house, so the grant leaves about €17,219 and €18,500 (SEAI's median costs PDF). The cost page has every home type.
No higher rate for the wrap
Since 2 March 2026 SEAI pays a higher fixed grant to homeowners on qualifying welfare payments, and since 6 October 2026 to landlords with HAP or RAS tenants. Citizens Information lists the measures it covers: attic insulation, cavity wall insulation and solar panels (Citizens Information). External insulation isn't one of them. A pensioner on Fuel Allowance gets the same €6,000 for a semi-D as anyone else.
Route two: the Warmer Homes Scheme
This is the route that can cover the whole job. SEAI's Warmer Homes Scheme gives free home energy upgrades to homeowners who get certain social welfare payments, and Citizens Information lists "wall insulation, including cavity wall, internal wall and external wall insulation" among the upgrades it covers (Citizens Information).
- You own the home and live in it
- The home was built and occupied before 2006
- A surveyor acting for SEAI decides what the home is suitable for
- You get one of: Fuel Allowance, Working Family Payment, Jobseeker's Allowance for over 6 months, with a child under 7, Disability Allowance for over 6 months, with a child under 7, Domiciliary Care Allowance, One-Parent Family Payment, or Carer's Allowance, living with the person you care for
- You are not charged for the work. Sell within 5 years and SEAI may ask for some of it back
Two things to weigh. The wait: Citizens Information says it currently takes about 15 months from applying to being contacted by a contractor, with homes built before 1993 and rated E, F or G given priority. And the survey decides: the surveyor recommends the upgrades, so a home may get cavity fill or attic insulation rather than the wrap. If a new heating system is needed, the scheme won't fit a new oil or gas boiler, only a heat pump.
You can apply for the SEAI individual grant for attic or cavity insulation while you wait, without losing your place. Citizens Information says the same about the higher attic and cavity grants, which it lists at €1,700 for cavity insulation in a semi-D. It doesn't say the same for the wrap, so ask SEAI before you take the external grant with a Warmer Homes application open.
Route three: Housing Aid for Older People, with a caveat
The council's Housing Aid for Older People grant is for essential repairs so that a person aged 66 or over can keep living at home: repairing or replacing the roof, the wiring, the windows and doors, and the central heating. It's means-tested, up to €10,700 or 100% of the cost, and not available where household income is over €75,000 after disregards (Citizens Information).
| Household income | Share of cost | Maximum grant |
|---|---|---|
| Up to €37,500 | 100% | €10,700 |
| €37,501 to €43,750 | 85% | €9,095 |
| €43,751 to €50,000 | 75% | €8,025 |
| €50,001 to €62,500 | 50% | €5,350 |
| €62,501 to €75,000 | 30% | €3,210 |
| Over €75,000 | No grant | – |
External wall insulation is not on that list. Citizens Information adds that the grant "may also be used for any repairs or improvement works that your local authority thinks are necessary", and tells you to check with your council. So the honest position is: ask your council in writing whether it would fund the wrap as a necessary repair, before you plan around it. Don't assume it will. For windows and doors, which the grant does cover, our sister site has the detail: windows and doors grant for pensioners.
Which route first
- On Fuel Allowance or another qualifying payment?Apply to the Warmer Homes Scheme first. It's the only route that can make the wrap free, and the wait is long, so start now.
- Not on a qualifying payment, home built and occupied before 31 December 2010?The SEAI grant: €6,000 for a semi-D. Use the grant check on this page.
- 66 or over and thinking of the council grant?Ask your council whether it would treat external insulation as a necessary repair. Get the answer before you get quotes.
- Whatever the route, approval first.SEAI and the councils both refuse grants for work started before approval.
What we can do
We can pass your request to one SEAI-registered external insulation contractor who covers your area for a price. The Warmer Homes Scheme is applied for through SEAI, and the council grant through your council. We don't handle either, and we are not SEAI.
Questions people ask
Is there an external insulation grant for pensioners?
Not a separate one. The SEAI external wall insulation grant has no age limit: €3,000 to €8,000 by home type for any home built and occupied before 31 December 2010. The higher welfare rate SEAI added in 2026 is for attic and cavity insulation, not the wrap.
Can a pensioner get external insulation free?
Through the Warmer Homes Scheme, if you get Fuel Allowance or another qualifying payment, own and live in the home, and it was built and occupied before 2006. Wall insulation, including external wall insulation, is on the scheme's list, but the surveyor decides what the home gets, and the wait is about 15 months.
Does the Housing Aid for Older People grant cover house wrap?
External insulation isn't on its list of essential repairs (roof, wiring, windows and doors, central heating). Councils can fund other works they think necessary, so ask your council in writing before you plan around it.
Is there a higher house wrap grant for people on Fuel Allowance?
No. The higher rates for qualifying welfare payments cover attic insulation, cavity wall insulation and solar panels. The wrap is €6,000 for a semi-D at any income.
Can I get the SEAI grant while waiting for the Warmer Homes Scheme?
Citizens Information says you can take the attic and cavity grants without affecting your Warmer Homes application. It doesn't say the same for external insulation, so ask SEAI first.
